BIOGRAPHY

Donna J. Dorgan is a partner at Rainone Coughlin Minchello with more than 30 years of legal experience spanning government service, civil litigation, employment and benefits law, family law, and dispute resolution.

Prior to joining the firm, Ms. Dorgan served as a Deputy Attorney General with the New Jersey Office of the Attorney General in both the Consumer Fraud Prosecution Section and the Tort Litigation Section. In that role, she successfully defended the State of New Jersey, its agencies, and public entities in complex civil litigation matters. She handled all phases of litigation, including discovery, depositions, motion practice, mediations, arbitrations, settlement negotiations, and trial preparation.

As a Consumer Fraud Deputy Attorney General, Ms. Dorgan supervised investigations and prosecuted violations of New Jersey’s consumer protection laws, including the Consumer Fraud Act and the Charitable Registration and Investigation Act. Her efforts resulted in the recovery of millions of dollars on behalf of consumers in matters involving financial fraud, predatory lending, foreclosure rescue schemes, deceptive advertising, identity theft, fraudulent healthcare providers, home improvement contractor fraud, automobile sales and repair misconduct, and other unlawful business practices. She worked closely with investigators, regulatory agencies, and senior government officials to protect New Jersey residents and enforce state laws.

Ms. Dorgan also served as an Attorney Advisor with the Social Security Administration’s Appeals Council, where she analyzed complex administrative records and federal court decisions and provided recommendations to Administrative Appeals Judges concerning Social Security disability matters.

Before returning to public service, she operated her own law practice for more than seven years, representing individuals and businesses in state, federal, and municipal courts. During that time, she also served as a court-appointed mediator, helping parties resolve civil and foreclosure disputes efficiently and effectively.

Earlier in her career, Ms. Dorgan worked for the United States Department of Labor’s Employee Benefits Security Administration, where she conducted complex investigations involving employee benefit plans, fiduciaries, financial institutions, labor organizations, and service providers under ERISA. Her extensive regulatory and investigative experience provides her clients with a unique perspective on compliance, risk management, and dispute resolution.

Ms. Dorgan began her legal career following a judicial clerkship with the Honorable Harold C. Hollenbeck, J.S.C., in the Superior Court of New Jersey, Family Part.
